H.E. Bin Touq Al Marri held discussions with ministers and officials from Singapore, Estonia, Spain, Japan, and WIPO on strengthening cooperation in intellectual property protection applications

Abu Dhabi, xx July 2025 - H.E. Abdullah bin Touq Al Marri, UAE Minister of Economy and Tourism, explored bilateral cooperation opportunities in innovation enablement and comprehensive IP protection during meetings with: H.E. Lisa Li Pacosta, Minister of Justice and Digital Affairs in Estonia; H.E. Luke Goh is the Permanent Secretary at the Ministry of Law in Singapore; Daren Tang, Director General of the World Intellectual Property Organisation (WIPO); and Elisa Rodríguez Ortiz, Director of the Patent and Trademark Office in Spain; alongside representatives from the International Trademark Association (INTA) and officials from the Japan Patent Office.

During meetings held alongside the UAE delegation's participation in the 2025 WIPO Assemblies, H.E. Abdullah bin Touq emphasised that – guided by its leadership's vision of global engagement and strengthened international cooperation – the UAE continues to enhance its partnerships in intellectual property protection and legislative development. These efforts reinforce the UAE's role in empowering innovators and solidifying its position as a global hub for the new economy.

H.E. Abdullah bin Touq Al Marri, said: "Today's meetings with ministers, officials, and international IP authorities mark a significant step in broadening cooperation and knowledge exchange. This collaboration enhances services for rights holders and innovators while strengthening the adaptability and effectiveness of our IP systems - all aligned with sustainable economic development goals."

The meetings focused on qualifying personnel, exchanging expertise, and enhancing intellectual property protection legislation

During a high-level bilateral discussion, H.E. Bin Touq met with H.E. Lisa Li Pakosta, Estonia's Minister of Justice and Digital Affairs, to explore collaborative opportunities in intellectual property digitization. The talks focused on modernizing IP systems and services through cutting-edge technologies for rights registration and examination, while fostering knowledge exchange to develop innovation-driven digital policies. H.E. Bin Touq particularly stressed the strategic importance of this bilateral cooperation in advancing both nations' innovation ecosystems

During his meeting with H.E. Luke Goh, Permanent Secretary at the Ministry of Law in Singapore, H.E. Bin Touq explored collaborative strategies to strengthen intellectual property frameworks through progressive legislation and regulatory reforms. The discussion focused on streamlining procedures, fostering a more conducive business environment, and maximizing the value of intellectual assets to empower entrepreneurs and drive start-up growth.

His Excellency bin Touq held a bilateral meeting with Daren Tang, Director General of WIPO, during which the paths of joint cooperation between the two sides were reviewed, along with ways to build upon them in the upcoming phase to enhance the intellectual property system in the UAE. The importance of developing programmes to build institutional and technical capacities was emphasised, as well as expanding the scope of cooperation in supporting digital transformation and enabling member states to develop flexible and comprehensive intellectual property systems. It was also highlighted that aligning legislative and regulatory frameworks with global standards is essential to enhancing the protection of creators' rights and their economic utilisation.

Al Marri also held a productive meeting with Ms. Elisa Rodríguez Ortiz, Director of the Patent and Trademark Office in Spain, to explore collaborative opportunities in industrial property, aligning with their shared strategic visions. Both sides emphasized strengthening cooperation in policy development and digital services, while also prioritizing the exchange of expertise to enhance innovation-driven growth. Key discussions centered on capacity-building initiatives, including specialized training programs and workforce development, as well as fostering private sector engagement to raise awareness about intellectual property rights. This dialogue underscored the mutual commitment to cultivating a robust innovation ecosystem through strategic partnerships that benefit both nations.

H.E. Abdullah bin Touq Al Marri also met with officials from the Japan Patent Office (JPO), where both sides reviewed the latest technologies in the fields of intellectual property rights protection, particularly patents, utility models, and industrial designs, as well as leveraging modern digital solutions to develop examination and registration systems, alongside training national personnel and building their capabilities in handling advanced intellectual property tools.

During his meeting with representatives of the International Trademark Association (INTA), His Excellency Bin Touq explored avenues to strengthen collaboration in trademark protection, developing regulatory frameworks that safeguard the rights of registered trademarks, ensuring compliance with international standards in rights enforcement, raising awareness among trademark owners about the importance of protecting their assets, creating effective tools to combat counterfeiting and commercial fraud, and strengthening the role of trademarks in supporting companies' competitiveness, growth, and international expansion.
