Compulsory Licensing

This service allows every person to apply to the Ministry for a license to copy and/or translate a work protected by law. The authorized Entity may apply to the Ministry for a license to prepare copies of any accessible copy in an accessible format.

Service Fees

AED 750 , Copying license
AED 750 , Translation license
AED 1.500 , Copying and translation license

NOTE

No charge for Request for a license to make copies of any copy in an accessible format

Conditions and Requirements

The Applicant shall have a company or institution that has a profile on the Ministry's website.

Required Documents

For a copy and/or translation license request:

A copy of the publication year guide.
A copy of the book cover.

For a request for a license to make copies of any copy to be finished in an accessible format (Marrakesh Agreement):

A copy of a document proving compliance with the conditions mentioned in Article (16) Cabinet Resolution No. (47) of 2022 regarding the executive regulations of Federal Decree Law (38) of 2021 regarding Copyright and neighboring rights.

Accept the undertaking of correctness of information and registration.

Pay the fee (with the exception of a request for a license to prepare copies of any copy to be finished in an accessible format, as the service is free).
